One catalogue for every credential you track
First Aid, Police Check, NDIS Worker Screening, Manual Handling, Medication Administration, or anything specific to your organisation. Each competency type carries its own expiry rule, evidence requirement, and sign-off setting, so "qualified" means the same thing across your whole team.
Required credentials enforced per client, not just per worker
Some clients need every carer who visits them to hold a specific credential, whatever the visit type. Set it once on the client record and Teiro checks it every time someone is assigned, not just when the roster is first built.
Safeguarding exclusions that actually hold
Mark a carer as excluded for safeguarding reasons and they are locked out of the assignment picker entirely. It is not a warning a busy coordinator can click past. A reason is always required, and removing the exclusion is restricted and logged.
Preferred carers rise to the top automatically
Add a preferred carer and they sort ahead of everyone else in the picker. Mark one as must-have and every other carer is flagged as not on the client's required list, an advisory warning in the picker rather than a hard block. Continuity of care becomes a property of the system, not something a coordinator has to remember client by client.

Build your competency catalogue
Start from a list of common credentials, First Aid, CPR, Police Check, NDIS Worker Screening, Manual Handling, Medication Administration, and add whatever else your organisation needs. Each type carries whether it expires, a default expiry period, whether it needs evidence or a sign-off, and how far ahead to alert before it lapses.
Record what each worker holds
Add a held competency to a worker's record with an attainment date and, where relevant, an expiry date. Attach evidence and a sign-off where the credential type requires it. This register is what the assignment gate checks against every time that worker is offered a shift.

Require competencies per client
Some clients need a credential from every carer who works with them, regardless of what type of service is booked. A client with a PEG needs a PEG-competent carer on every visit, not only the ones flagged as medical. Set the requirement once on the client record and it applies to every assignment from then on.

Set preferred and excluded carers
Preferred carers, optionally marked must-have, sort to the top of the picker. Excluded carers come in two strengths. Preference is a soft steer: the carer stays selectable but is flagged. Safeguarding is a hard block that cannot be overridden by a coordinator, and always requires a reason.

The gate checks everything at assignment
When a coordinator opens the assign worker picker, Teiro checks the worker's held competencies against the client's requirements and carer rules, then splits the list into three tiers: eligible workers, workers missing a requirement (with the reason shown), and workers who are not available because they are safeguarding-locked. Nothing is silently hidden, a coordinator can always see why someone was not offered.
What this looks like when you’re covering a shift for a client with complex needs
A client with a PEG requires a PEG-competent carer on every visit, and has one carer on file as safeguarding-excluded following a prior incident. Their regular carer calls in sick an hour before the shift. In a spreadsheet operation, the coordinator now has to remember both of those facts under time pressure, or ring around checking.
In Teiro, the coordinator opens the assign worker picker for that shift. The excluded carer does not appear as an option at all, they sit locked under “Not available” with the reason visible. Carers without the PEG competency appear under “Missing requirements”, each with a chip naming exactly what they are missing. The remaining list, everyone who is actually eligible, is what the coordinator chooses from. Nothing to remember, nothing to double-check.

Why a spreadsheet of “who can work with who” breaks down
Most organisations start with a note on the client’s file, or a tab in a spreadsheet, listing who should and shouldn’t be sent. It works while one or two people hold all the context in their heads. It stops working the moment a coordinator is covering someone else’s clients, or a new team member is filling shifts without the history.
The risk is not evenly distributed either. A missed credential requirement is a compliance gap. A missed safeguarding exclusion is a duty-of-care failure. Both need to be checked every single time a carer is assigned, not just when the roster is first built, and a note in a spreadsheet does not stop anyone clicking past it under pressure.

Does Teiro check competency expiry against today’s date or the shift date?
The shift date. The assignment gate asks whether a credential is valid on the date the service is actually delivered, not whether it happens to be valid today. A carer whose First Aid lapses next Tuesday will not be shown as eligible for a Wednesday visit, even if you are building the roster today while it is still current.
What’s the difference between a preference exclusion and a safeguarding exclusion?
Preference is a soft “would rather not”: the carer stays selectable in the picker but is flagged, so a coordinator can still assign them if there is no better option. Safeguarding is a hard block: the carer is locked out of the picker entirely and cannot be assigned by a coordinator. Both require a reason to be entered, and removing a safeguarding exclusion is restricted to senior roles and recorded in the audit trail.
Does enforcement block an assignment automatically, or just warn the coordinator?
By default, Teiro runs in a flexible mode: the picker shows qualification badges, groups ineligible workers separately, and locks out safeguarding-excluded carers, without hard-blocking every other type of gap. Once your organisation’s credential data is clean, you can switch to strict enforcement so missing requirements block the assignment outright, not just flag it.
Can I require a competency for a specific service type rather than the whole client?
Today, required competencies are set at the client level: a credential a carer must hold to work with that client at all, regardless of which service is booked. Setting requirements per service type, so only certain visit types trigger the requirement, is on our roadmap.
Does a must-have preferred carer override a missing competency?
No. A required credential still has to be held, must-have preferred status does not bypass that. What must-have status does is flag every other carer as not on the client’s required list in the picker, but that is advisory only, a warning rather than a block, so a coordinator can still assign someone else if there is no better option. A must-have carer who is missing a required competency still appears under “Missing requirements”, not in the eligible group.
Can I add competency types beyond the built-in list?
Yes. Teiro ships with common credentials already in the catalogue, and you can add organisation-specific ones from the same screen. Custom competency types follow the same expiry alerting and assignment-gate rules as the built-in ones, there is no second-class category.
How is this different from the compliance and qualification tracking feature?
Compliance tracking covers the register itself, every worker’s credentials, expiry alerts, and audit-ready reporting. Competency tracking is the layer that connects that register to who a client actually needs and who they can and cannot be assigned, then enforces it in the assignment picker.
