Support at Home Care Management and the 10 Per Cent Deduction

3 Nov 2026by Kate Morrison5 min read

How care management is funded in Support at Home: the 10 per cent deduction, the care management account, the monthly minimum, and how to book and evidence it.

How is Support at Home care management funded?

Care management is funded by a 10 per cent deduction from each participant's quarterly budget. The deductions are pooled per service delivery branch into a care management account, credited on the first day of each quarter. Participants pay no contribution toward it. At least one direct care management activity is expected each month, including for self-managed participants. Source: Department of Health, Support at Home.

What it means for providers

It is not extra money. The 10 per cent comes out of the participant's own budget. It is pooled, so the money you hold for care management is not tied to each participant's share.

Every provider delivers it. Because of that, a provider with personal care participants is assessed against Standards 1 to 4 plus Outcome 5.1, clinical governance, in the Strengthened Quality Standards from 1 November 2025.

It is different from NDIS support coordination. Support coordination is its own line in an NDIS plan. Care management in Support at Home is funded from the quarterly budget.

What to evidence

A record each month, per participant, that a care management activity happened, who did it and when. An auditor will ask for it, and so will a participant who sees the 10 per cent in their statement.

How Teiro handles it

Care management is booked as a service, with SERV-0018 as its Service ID, or SERV-0019 for restorative care management. It is claimed at the care management rate you set in Org Settings, under Billing, and the client contributes nothing. The Funding tab shows the 10 per cent as a calculated set-aside. That figure does not track whether care management happened. The No care management report, under Compliance in Reports, does: it lists each Support at Home client with none in the month you choose, with the date of their last one. See care management in Teiro.
