Support at Home Quarterly Budget and Carryover: How It Works

3 Nov 2026by Kate Morrison5 min read

The Support at Home quarterly budget is one pool, not one per category. How care management, unspent funds and carryover work, and what to track in your software.

How does the Support at Home quarterly budget work?

Each participant has one quarterly budget. It is a single pool, not split by category. You are limited by the total and by the service types approved in the participant's Notice of Decision. Unspent funds can carry over to the next quarter, up to the greater of $1,000 or 10 per cent. Source: Department of Health, Support at Home; confirm the current figures there.

What comes out of the budget

Care management. A 10 per cent deduction from the quarterly budget funds care management. It is not extra money. See care management and the 10 per cent.

Services. Everything you claim for the participant draws on the same pool.

What sits outside it. Assistive technology and home modifications are funded outside the quarterly budget, through a separate approval, generally valid for about 12 months. On the service list they sit within the independence category. Administration and coordination on these items is capped at the lower of 10 per cent or $500 for assistive technology, and the lower of 15 per cent or $1,500 for home modifications.

Categories are about contributions, not money

The three categories (clinical supports, independence, everyday living) decide how much the participant contributes. They do not divide the budget. A provider that tracks an "independence budget" and an "everyday living budget" is tracking something that does not exist.

What to track

For each participant, each quarter: the budget from their notice, the care management deduction, what has been billed and what remains. Planning a roster against a participant's remaining budget stops you committing services the budget cannot pay for.

How Teiro handles it

On a Support at Home client's Funding tab, a This quarter card shows the quarterly budget, less care management (10 per cent), available to spend, spent (billed) and remaining. Spent leaves out held, rejected, cancelled and written-off lines, and care management. A service agreement shows an estimate of its lines per quarter and warns if they come to more than the budget less care management. You enter each quarter's budget from the client's notice. Teiro does not carry unspent funds forward for you. See billing Support at Home services in Teiro.
